but you can re-program it using your own computer.

The
Emergency Alert Radio Set-up Program is a Windows
program which
communicates with the radio by a serial data cable. The main
screen is shown here:

The set-up
program configures EAR's radio receiver to listen to
local Emergency Alert System frequencies or a nearby National
Weather Service station.
The EAR set-up program already knows the frequencies available.
You need only select the appropriate primary and alternate
frequencies from a drop-down list.
EAR can be
configured to reset automatically after the alert message
or to remain active until the front panel button is pressed.
EAR can automatically switch to an alternate frequency if the
primary broadcast signal is lost.
EAR's radio can be manually changed at any time using the front
panel button.
EAR responds to events affecting one or more of the four
locations selected as shown here:
